Balaji Venkatesan

CEO and President

Balaji Venkatesan is the CEO and President of SD Solutions, LLC. He has over 20 years of experience in Engineering, Information Technology, Governance, Cybersecurity, Transformation, and Management Consulting. He worked in Banking, Transportation, Financial Services, Telecom and Public Sector across Asia, Americas, and Europe.

Balaji started his professional career as a project management professional at Citibank managing Software Products Development for Treasury and Portfolio Management Applications. Balaji worked in technical and management positions leading large global teams and programs at several Commercial and Public Sector Clients and received Awards of Excellence.

Balaji received B.S. in Computer Science and Engineering, MBA with dual concentration in Finance and Management Information Systems from Anna University and Diploma in Entrepreneurship from Babson College and completed further project management and technical certifications.

Balaji is passionate about education and is part of an educational charity called Self Educate, which has been helping hundreds of students from low income families in India and USA since 2007. He started SD Solutions, LLC scholarship award in 2013 and has helped several students from rural Virginia with College Scholarship, Part-Time Jobs, Internships to help their dreams of college education become a reality.

Balaji served on the Board of Directors at the Luray-Page County Chamber of Commerce, Deans Advisory Council at Virginia International University and as a Co-Chair at NIH Community Action Group.

Chitra Dhayalan

Vice President, Strategic Programs

Ms. Chitra Dhayalan brings over 20 years of proven Federal and Industry leadership experience, as well as extensive functional expertise in IT Strategy, business development, governance, organizational transformations, leading and managing consulting delivery teams as well as P&L account and contract management. As Vice President, Strategic Programs at SD Solutions, LLC Ms. Dhayalan is responsible for new and organic growth, delivery excellence and in leading strategic programs. She is versatile in the use and application of project management (waterfall and agile) and earned value management techniques and tools, including the establishment of a Project Management Office (PMO) capability for oversight, control and management of complex projects. She is currently leading the IT Modernization service using her past experience in successful delivery in legacy applications and modern languages and frameworks.

Prior to joining SD Solutions, LLC, Ms. Dhayalan served as the Managing Director at Enquizit Inc, a leader in providing AWS cloud service, leading their business development and new product formulation. For over 16 years, Ms. Dhayalan was at the forefront of delivery of mission critical Health IT Federal mandates such as HIPAA, NPI, ICD-9, ICD-10 affecting Health Benefits, CDH to name a few at CareFirst Blue Cross Blue Shield, DC Medicaid, NIH, and HHS.

Ms. Dhayalan is the co-chair for NITAAC’s Events and Outreach CAG and is a member of ACT-IAC, and AFCEA. Ms. Dhayalan holds a bachelor’s degree in Computer Science and Information Technology from a reputed university in India. She is a certified as a Project Management Professional (PMP) (2005) from the Project Management Institute (PMI) and in ITIL v3 Foundation, itSMF USA in 2010.

Srikanth Swaminathan

Vice President, Federal Accounts

Srikanth Swaminathan brings over 25 years of Information Technology experience and over 18 years of experience in leadership and management roles in management and technical consulting to his role as Vice President, Federal Accounts. Sri has successfully delivered transformational projects for Federal and commercial clients to drive down operating costs, reduce time-to-market, and improve quality. He has a proven track record of implementing the necessary business development strategies to accomplish business objectives while creating unique market-entry strategies, managing business relationships, building credibility, and establishing trusted relationships with clients and teaming partners.

Sri has proven technical and management leadership skills in the areas of Business Strategies, Managing multiple large & complex programs across Global and Cross Cultural Teams, Contract & Sub-Contract Management, Financial Management, Technical Program Management, and Systems Integration. He is also a PMI-Certified Program Management Professional (PMP), a Certified ITIL Expert, and a Certified Scrum Master.

Stuart Tozier

Program Director

Stuart Tozier is a seasoned Project Management Professional with over 20 years’ experience as a Program and Project Manager, Program Management Office (PMO) Implementer and Leader, Executive Advisor, Business Management and Process Consultant, and Project Management Curriculum Developer / Instructor who has successfully managed complex and diverse customer relationships, project office implementations, and multi-year, multi-million-dollar programs and projects in both the public and private sectors.

Currently, Mr. Tozier serves as a Program Director overseeing multiple contracts as well as helping with new business development and process improvements for SD Solutions.  Prior to joining the firm, Mr. Tozier led a team of Information System Security Officers/Cyber Security Specialists for a FEMA contract and earlier provided program and project management advisory consulting services to the USAID CIO to reestablish their PMO.  While at USAID, he successfully delivered two critical, challenged information technology initiatives directly for the CIO.  Prior to FEMA and USAID, Stu served as a SETA (System Engineering and Technical Assistance) contractor for over 10 years, providing PMO/Program/Project Management consulting and training services to INSCOM – the U.S. Army’s Intelligence and Security Command – out of Ft. Belvoir, VA.  For INSCOM, he conducted PMO/project management maturity assessments, managed and executed turnarounds on numerous projects, selected and implemented PMO tools and processes, and trained and coached both soldiers and civilians from project managers to senior leaders.  At the request of the INSCOM Chief of Staff and CIO/G-6, Stu also delivered custom-tailored program/project management courses for INSCOM subordinate commands in the continental U.S., Hawaii, Europe, and Asia.

Stu has delivered PMO, Program and Project management courses all over the world.  He is ITIL certified, PMP certified, and was a Global Registered Education Provider – certified by the PMI to deliver project management and related courses to a PMI-approved standard.  He is a former U.S. Marine and received his MBA from the University of Dallas and his BA from the University of Texas at Dallas.

Sky Sharma

Sky Sharma brings an exceptional background in cybersecurity with decades of practical experience, leading certifications, and industry best practices. Sky is a career technology executive (CIO | CISO | CxO).

During Sky’s 20 years in the U.S. Air Force, he supported the Military Health System. America’s Military Health System (MHS) is a unique partnership of medical educators, medical researchers, and healthcare providers and their support personnel worldwide. This Department of Defense (DoD) enterprise consists of the Office of the Assistant Secretary of Defense for Health Affairs; the medical departments of the Army, Navy, Marine Corps, Air Force, Coast Guard, and Joint Chiefs of Staff; the Combatant Command surgeons; and TRICARE providers (including private sector healthcare providers, hospitals and pharmacies).

As a Senior Cyber Security Consultant in the private sector, Sky has helped to shape the cyber security practice of several companies. Supporting the DHS, U.S. Coast Guard, U.S. Navy and U.S. Marine Corps in several areas in the cyber security domain, Sky has notably improved 12 companies. Sky is a member of the AFCEA International Cyber Committee and the Harvard Business Review Advisory Council.

Mary Vaughn

Supervisor of HUBZone Programs

SD Solutions is strongly committed to SBA’s HUBZone program for almost a decade. Since April 2013, we have been operating in Page County, VA and provided job opportunities, scholarships, and internships to HUBZone residents. Mary Vaughn is currently serving as the Supervisor of HUBZone Programs, and oversees high school and college students who perform service activities. Her passion for working with students can be traced back to her pre-professional days. Whether in college as an administrative intern, resource specialist for single mother programs, or as a paraprofessional teacher, she has continued to assist students at all levels in various arenas. In addition, Mary provides critical support in other support areas, including HR, recruiting, and other activities as needed to support service delivery across SD Solutions’ portfolio of contracts and programs.

Mary received her B.S. in Psychology from Liberty University. Prior to joining SD Solutions, Mary gained her broad experience from working as a long-term substitute teacher.
