Acquisition & Technical support services to support the re-compete of the FITSS contract

The Federal Highways Administration (FHA) needed best services to assist with the development and establishment of an improved IT contract vehicle by providing expert advice, assistance, and other support to help the Government team plan and execute the acquisition life cycle. The core elements in which SD Solutions provided support to are software development and integration, development testing, configuration management support, production support and software maintenance, program management support, integrated communication, and video teleconference (VTO) support, capital planning support, infrastructure support, customer service support (Tier 1 and Tier 2), SharePoint, Web support and IT security.

The engagement was a success based on how the PM in the project used several industry best practices to develop and maintain an outcomes-based schedule, including the PMI PMBOK, ISO 9001:2015, and CMMI SVC/2. The team provided extensive support to all areas, making sure every part of the project was accounted for. SD Solutions regularly implemented our Quality Assurance Surveillance Plan processes and Lean Six Sigma practices to ensure high-quality outputs and products. The SD team developed a reporting and meeting cadence to provide DOT leadership with the projects status and progress required by contract specifications and client expectations. Staff was managed by the Project Manager with oversight from the internal senior leadership. Corrective action was taken when the project strayed from schedules or expectations. The service deliverables provided were good business relations, conduct In-Process Reviews (IPRs), Weekly and Ad Hoc Program Meetings, facilitate Senior Leadership briefing, provide technical expertise, conduct market research, provide Selection Process Training and identify implementation constraints. The reporting deliverables were a Work Plan, Meeting Minutes, Critical Acquisition Document Support, general briefings, Draft Technical Evaluation Report, and Monthly Status Progress Reports.
