Position Summary

The Civil Engineer provides engineering design, analysis, and project coordination support for civil engineering and construction projects in support of Beale Air Force Base. This can be onsite, however, this listing is for the remote position (the client is located at Beale AFB, California). The Civil Engineer supports the planning, design, review, and execution of infrastructure projects including roadways, airfield infrastructure, drainage systems, utilities, and site development. The position assists with engineering analysis, construction estimating, and technical coordination to ensure projects meet applicable engineering standards, regulatory requirements, and mission needs.

Key Responsibilities

  • Provide civil engineering support for infrastructure and construction projects at Beale Air Force Base.
  • Assist in the design, analysis, and evaluation of civil infrastructure systems including pavements, roadways, airfield infrastructure, and utilities.
  • Support preparation and review of civil engineering drawings, specifications, and design documentation.
  • Develop Independent Government Cost Estimates (IGCEs) and construction estimates using RSMeans, PACES, E4Clicks, or equivalent cost estimating tools.
  • Conduct engineering design reviews to ensure compliance with applicable Unified Facilities Criteria (UFCs) and industry standards.
  • Provide support for drainage, stormwater management, hydrology analysis, and utility infrastructure planning.
  • Assist with planning and execution of water and wastewater system improvements.
  • Support constructability reviews, technical issue resolution, and coordination during construction execution.
  • Coordinate with engineers, project managers, contractors, and stakeholders to support project planning and delivery.
  • Ensure compliance with applicable federal, state, and local regulations and engineering standards.

Minimum Qualifications

  • Bachelor of Science (BS) degree in Civil Engineering from an accredited university or college.
  • U.S. Citizenship required.
  • Minimum one (1) to ten (10) years of experience supporting large-scale civil or construction projects.
  • Experience developing IGCEs and construction estimates using RSMeans, PACES, E4Clicks, or equivalent tools.
  • Familiarity with Unified Facilities Criteria (UFCs), American Society of Civil Engineers (ASCE) standards, American Water Works Association (AWWA) standards, and applicable federal/state codes.
  • Demonstrated experience in one or more of the following areas:
    • Pavements and roadways
    • Airfield infrastructure
    • Drainage, stormwater management, and hydrology
    • Water and wastewater systems
    • Geotechnical and earthwork
    • Building renovations and site development
  • Experience supporting constructability reviews, technical issue resolution, and coordination during construction execution.

Preferred Certifications

  • Professional Engineer (PE) license (active or eligible)
  • Envision Sustainability Professional (ENV SP)
  • Certified Construction Manager (CCM)
