Opportunity Overview

SD Solutions is seeking a capable and experienced Financial Analyst for Budget Execution who will provide support in budget planning and execution to assist with strategy implementation. This role will participate in Spend Plan creation, reviewing the organization's budget and approving spending requests, and tracking and reconciliation of commitments/obligations/expenditures. This role will support an ARPA-H Program Manager for cutting-edge research projects.

With a scope spanning the molecular to the societal, these programs have the potential to radically improve everyone's health." Responsibilities Include

  • Assist Program Managers PMs with the development and execution of their program budgets, including forecasting, tracking, and analyzing expenditures.
  • Prepare and manage financial documents such as OTAs, grants, contracts, and cooperative agreements.
  • Track and manage program milestones and deliverables, ensuring compliance with funding agreements.
  • Monitor and report on program performance metrics, providing insights to PMs and leadership.
  • Manage program contracts and awards, coordinating with contracting officers and legal counsel.
  • Be responsible for inputting and maintaining profit and loss information, operating plans, budget planning documents, and vacancies into the federal finance system.
  • Review budget with government staff in meetings.
  • Systematically integrate business, cost estimating and financial management processes aiding to ensure the efficient stewardship of public funds.
  • Interpret and assess the impact of updates to budget requests.
  • Develop database reports from the system of record for project status on budget allocation and commitment status.
  • Provide financial data reporting to division chief and variance reporting to all project sponsors.
  • Support the formation of strategic financial plans, prepare cost estimates, and correlates financing requirements into executable budgets.
  • Develop budget variance analyses and projections that support budget execution and formulation with a focus on budget status, variance, and budget projections.
  • Assess products and procedures for compliance with Government standards, accounting principles, internal controls, and multi-tiered system application standards.
  • Ensure that tasks are completed in the time frame specified by the client and assists in the preparation of milestone status reports and presentations for colleagues, subordinates, management, and end user representatives.
  • Serve as a mentor and resource for junior contractor budget analysts and assist with their development.

Requirements Overview

  • in Accounting, Finance, or Business-related field.
  • 15 years of experience in a federal government financial management role; preferably in an R&D environment.
  • Prefer at least 1 year experience supporting DARPA or related Federal "ARPA" agencies IARPA, ARPA-E, ARPA-H, HSARPA.
  • Alternate preferable experience at NIH, CDC, FDA, Public Health Service, NSF, USDA, State Health Department, or Local Health Department.
  • Strong understanding of Federal financial regulations and accounting principles.
  • Experience working with OTAs, grants, contracts, and cooperative agreements.
  • Experience with financial modeling tools.

  • U.S. citizenship or lawful permanent residency is required per contract.
