Opportunity Overview
SD Solutions is seeking a Building Operations, Maintenance and Repair BOMR Corridor Specialist for our federal customer. The BOMR Corridor Specialist is responsible for supporting the BOMR Branch of the Border Patrol & Air and Marine BPAM Program Management Office PMO. This includes assisting the BOMR Corridor Manager with oversight of the maintenance and repair M&R contracts and operational contracts, including the execution and completion of processes and procedures with multiple Sector Facility Managers, Maintenance Supervisors, BOMR Program Management, and Mission Support Specialists. This position is out of the client's Houlton, ME site.
Responsibilities Include
- Assist the Contracting Officer's Representative COR with oversight of Regional Maintenance and Repair M&R contracts in respective area to include:
- Draft statements of work SOWs for review by COR
- Participate in weekly status meetings draft agendas, notes, action items, etc.
- Coordinate program deliverables, reviews and finalization with awarded contractor, COR, CBP Contract Specialist, CBP Contract Officer, and BPAM PMO leadership
- Help coordinate contract terms and conditions to determine in-scope requirements and future contract modifications.
- Review Independent Government Cost Estimates IGCEs and Statements of Work SOWs for contract modifications to include validated equipment, building systems' preventative maintenance and required system certifications.
- Assist with the management of documentation, approvals and execution of major and minor repairs.
- Coordinate with the Regional Awarded Preventive Maintenance Contractor, COR, CBP Procurement Contract Specialist CS, BPAM PMO, Air and Marine Operations AMO and United States Border Patrol USBP
- Assist with maintenance and repair M&R contract re-compete work collection and review of documents
- Assist with operational contract oversight procurement and coordination – communicate with Facility Managers FMs and assigned Mission Support Specialists MSS related to annual operational contract operation and timely entry of purchase requisitions.
- Assist with oversight of various maintenance and repair activities.
- Interface with Analysts from the Portfolio Management and Analysis PMA Branch on all maintenance and repair-related issues
- Coordinate with FMs to execute direct procurements.
- Serve as liaison with other PMOs for their specific contracts to identify and address requirements and concerns.
- Participate in, and assist with, technical evaluations on contract source selection boards no voting rights
- Review, validate and recommend action for work requests in respective Area of Responsibility AOR
- Perform quality assurance/quality control QA/QC of purchase requisitions.
- Perform follow up with BPAM PMO Financial Management Branch FMB for release of USBP Sector operational contracts, regional preventive maintenance contract task orders and direct procurement contracts.
- Secondary Responsibility: Provide subject matter expertise to working groups, integrated project teams, etc. on an as-needed basis.
- Delegated Responsibility: While this is not an official reporting structure, at times the BOMR Corridor Specialist will interface with BPAM PMO and/or USBP Sector MSS in regard to general administrative duties.
Required Education/Skills
- Bachelor's Degree preferred, but not required.
- Minimum of 5 years' related facility management experience
- Must be proficient with Microsoft Office tools, specifically: Excel, Project, Word, and PowerPoint
- Ability to clearly and effectively communicate.
- Ability to effectively manage a facilities project.
- Ability to be resourceful and take initiative without everyday tasking from client/supervisor.
- Ability to conduct financial analysis.
- Ability to work in database management systems.
- Must be able to obtain and maintain a CBP Suitability DHS Customs & Border Protection Public Trust clearance
- Required to follow the Executive Order 14042 mandate regarding COVID vaccination and client requirements to ensure compliance.
Required Knowledge
- Knowledge of facilities/engineering basics
- Knowledge of basic trades electricity, carpentry, plumbing, iron work, welding, painting, concrete work, appliance repair, building operational requirements, etc.
- Knowledge and execution of preventive maintenance program processes in the context of building/facility systems
- Knowledge of how to create and quality check a purchase requisition.
- Knowledge of SAP or similar systems' reporting and analysis
- Knowledge of TRIRIGA and/or Computer Maintenance Management System CMMS requirement inputs, reporting, analysis and quality assurance
- Proficiency in Microsoft Office tools: Excel, Project, Word, and PowerPoint
Superstar Qualifications
- Have federal project management experience in a facilities environment.
- Hold a current, active CBP or DHS Public Trust suitability background investigation/clearance.
